Research Scientist

Ryan Baker specializes in policy analysis, program evaluation, research design, and Marine Corps operations. As part of CNA’s Scientific Analyst Program, he serves as the primary liaison between CNA and Training and Education Command (TECOM), a Marine Corps command in Virginia.

Baker is also a reserve officer in the Marine Corps with a background in supply and logistics. Over the course of his military career, he has served as a supply officer, logistics officer, operations officer, executive officer, chief of staff, strategic analyst, and a member of the Marine Innovation Unit. Before joining the reserves, he served as a ground supply officer in the active component and deployed overseas twice: once as part of the 2007 “surge” in Iraq and once aboard USS Peleliu.

Baker holds a PhD in public policy and a Master of Arts in security studies from George Washington University, as well as a Bachelor of Science in political science from the University of Utah.
