Elliot Harkavy
Elliot Harkavy has over 30 years of experience in homeland security issues, law enforcement affairs, emergency response operations, and international assistance. He has managed and led a variety of projects for US local, state, and federal government agencies and has experience overseeing large, complex efforts requiring robust coordination across diverse stakeholders. Harkavy has coordinated across dozens of law enforcement executives, evaluated real-world responses, and supported the provision of training and technical assistance to law enforcement agencies. Much of his work has focused on past responses to determine lessons learned as well as policy and planning assistance for emergency response and law enforcement agencies.
Prior to joining CNA, Harkavy worked for the Metropolitan Washington Council of Governments, coordinating with over 1,700 public safety officials across the Police Chiefs Committee- Corrections Chiefs Committee, the National Capital Region (NCR) Regional RESF-1 Committee, and their numerous subcommittees in preparing the region to identify, plan for, respond to, and recover from numerous public safety threats. He also ran his own consulting practice in homeland security and emergency management for over 15 years and served as a Federal Emergency Management Agency (FEMA) reservist in Operations and Disability Integration.
Harkavy holds a Bachelor of Science in economics from the Wharton School of the University of Pennsylvania, with a concentration in decision sciences. He is also certified as an outdoor emergency care technician.
