Zoë Thorkildsen

Zoë Thorkildsen is an expert in program evaluation and assessments, organizational transformation through training and technical assistance, and applied research using mixed methods approaches in the justice sector. She currently serves as project manager for the Collaborative Reform Initiative Organizational Assessments program funded by the Office of Community Oriented Policing Services within the Department of Justice. She is also the project director for support to the Maricopa County Sheriff’s Office, conducting racial disparity analysis of traffic stop outcomes. In addition, Thorkildsen is the co-principal investigator on a National Institute of Justice-funded study of police response to civil disturbances. This work involves analysis of after-action reviews, as well as case studies to identify paths to organizational learning and improvement after completion of after-action reviews.

Thorkildsen holds a Bachelor of Arts in economics and a dual Bachelor of Science degree in psychology and mathematics from Indiana University of Pennsylvania. She earned a Master of Science degree in economics from the University of Maryland, College Park. She is a Ph.D. candidate in public policy and public administration at the Trachtenberg School of George Washington University.
