Biographies

Delilah Barton serves as an Associate Director in CNA's Safety and Security Division and as the Vulnerable Populations practice lead, focusing on the prevention of human trafficking and abuse and exploitation of the elderly and disabled. She is an expert in emergency management and homeland security with 23 years of professional experience conducting assessments of emergency management programs and policies, writing plans, and conducting evaluations for exercises and real-world events. Barton holds an M.B.A and is a certified Project Management Professional. 

Lars Hanson serves as a research scientist at CNA. He is an expert in infrastructure systems, natural resources, planning and decision support, environmental modeling, disaster resilience, and geospatial analysis. His recent research topics include supply chain analysis in the context of major disasters, water risk assessment for Navy and Marine Corps installations, global water stress analysis, environmental impacts of energy infrastructure development, and energy-water nexus analysis for the power sector. Hanson has an MS in water resources engineering from Tufts University, and a BS in civil engineering and public policy from Carnegie Mellon University.
